WORLD CAPITAL OF CULTURE AND TOURISM AWARD is recognized as a creator of peace, harmony and development flagship in the world and receives the coveted designation of GLOBAL MESSENGER OF PEACE.
Starting from 1st of January 2016, according to the Executive Decision of European Council on Tourism and Trade President the methodology for awarding WORLD CAPITAL OF CULTURE AND TOURISM had being subsequently changed as to include the compliance to SUSTAINABLE DEVELOPMENT GOALS.
WORLD CAPITAL OF CULTURE AND TOURISM become`s a tool for WORLD DEVELOPMENT and an intricate part of international efforts to implement SUSTAINABLE DEVELOPMENT GOALS (SDG).
Official ceremonies for PHNOM PENH – WORLD CAPITAL OF CULTURE AND TOURISM.
The first city selected after the new rules adopted for world tourism designations.
The changes are as fallow`s:
First phase: SDG Proposal Plan
The candidates city administration for World Capital of Culture and Tourism status will have to create a working paper outlining the sustainable development goals to be achieved after receiving the status, the financial support destined to obtain the achievements of SDG in the city and the main focus of activities such as: job creation, economic grants for tourism activities, measures for inclusion of social categories in the development plans.
The SDG Proposal plan for candidate city/region will have to be submitted and signed by the top executive official of the World Capital of Culture and Tourism city or region candidate.
Prime Minister of Kingdom of Cambodia: Academician HUN SEN receives the WORLD CAPITAL OF CULTURE AND TOURISM registration document for PHNOM PENH.
Second phase: Implementation
After awarding the title of World Capital of Culture and Tourism for the candidate city/region a joint commission from European Council on Tourism and Trade and the highest executives of the city/region awarded World Capital of Culture and Tourism status will be set up in order to supervise the implementation of the candidature file and the existence on regional and national level of necessary financial and political support.
Third and final phase: Supervision
After one year the joint commission from European Council on Tourism and Trade and the highest executives of the city/region awarded World Capital of Culture and Tourism status will evaluate the SDG commitments, the future plans and will make recommendation in order to foster inclusive and sustainable development in the region/city in question.
WORLD CAPITAL OF CULTURE AND TOURISM is the highest honor in tourism and cultural tourism awarded to cities and regions.
The WORLD CAPITAL OF CULTURE AND TOURISM is one of the highest honor in tourism and cultural tourism awarded to special cities that are complying with UNESCO and European Council on Tourism and Trade (ECTT) principles on cultural tourism and historic preservation of cultural sites.
PRESIDENT OF TURKMENISTAN-GURBANGULY BERDIMUHAMEDOV RECEIVES THE WORLD CAPITAL OF CULTURE AND TOURISM AWARD FOR ASHGABAD-CAPITAL OF TURKMENISTAN.
In 2006 at the threshold of a new millennium a collective of international academics , political personalities from European Union member countries decided that the new century requires a special prize dedicated to influence and support cultural tourism , historical sites preservation and to direct tourism towards places of cultural values . On this occasion was decided the title and the methodology of the WORLD CAPITAL OF CULTURE AND TOURISM AWARD.
According to 2006 decision of Board of European Council on Tourism and Trade the Prize should be awarded under considerations as : This title will be seldom awarded and only after a very carefully examination, as the receivers cites and countries must prove their commitment towards sustainable development, fair tourism and historical preservation . The title should act as a booster for tourism in that place but in according with international tourism accepted laws and regulation as decided by European Union Council on Tourism and Trade .
Among the reasons for awarding this title the Board should have under consideration : the promotion of a free and fair tourism , safety of tourists , facilities offered, access to historical and cultural significance sites, the amount of investment in historical sites preservation, cultural protection investment , use of tourism income for the creation of an economic social balanced climate , historical value etc.
The world community recognizes the WORLD CAPITAL OF CULTURE ND TOURISM program as a responsible, development oriented institution offering opportunities for growth across the globe.
Nomination criteria and selection
Every year the Academic Board of European Council on Tourism and Trade specifically invites qualified academics, experts in international relations , European Union`s and world politics personalities, former recipient of the award to submit nominations for WORLD CAPITAL OF CULTURE AND TOURISM AWARD .
These nominators are selected each year by decision of Board of European Council on Tourism and Trade :
– Members of European Union`s Parliaments and National Governments from European Union
– Other members of national parliaments and national governments of European union`s members country`s
– Present members of Board of European Council on Tourism and Trade are ex officio participating
– Former members of Board of European Council on Tourism and Trade are participating by base to base invitation only
– University professors from fields of history , tourism , international relations, from European Union
– Important international personalities form tourism environment.
Nominations are usually submitted until 1 of August of the year in question but the update and new name are accepted until the completion is closed. The statues of WORLD CAPITAL OF CULTURE AND TOURISM AWARD guarantee the secrecy of nominations, procedure, considerations and investigation for a period of 50 years after the prize have being awarded.
The nominations are not representing anything else than the opinion of the nominators and are not involving the European Council on Tourism and Trade in any way. Only the final public decision is endorsed by the European Union Council on Tourism and Trade.
Nominations are evaluated and consider on a year round basis by the Academic Committee until a short list of candidates is created and circulated. In the final stage each of the prior recipients of the award are requested to offer their opinion on the short listed candidates in 20 days. The decision is ideal if is a unanimous one but this is not always achievable so the largest consensus will be the base for final decision. There is not final date to announce the winner and no pressure on the committee in order to insure that they just and correct decision was taken.

The President of European Union Council on Tourism and Trade presents the WORLD CAPITAL OF CULTURE AND TOURISM AWARD in the presence of a delegation of European Union Council on Tourism and Trade in the capital or city that is obtaining the status WORLD CAPITAL OF CULTURE AND TOURISM AWARD.
The WORLD CAPITAL OF CULTURE AND TOURISM AWARD receives a diploma of honor, a scroll certifying the authenticity of the title and a special trophy.

Today, I am delighted to participate in the ceremony to celebrate the awarding of the status “Phnom Penh: The World Capital of Tourism and Culture” to Phnom Penh capital along with my appointment as “Global Goodwill Ambassador for Tourism and the Sustainable Development Goals 2030.”
Taking this opportunity, I would like to express my gratitude and appreciation to the European Council on Tourism and Trade for supporting Cambodia and electing Cambodia as “World Best Tourist Destination” in 2016.
Today, Cambodia is honored again on the occasion Phnom Penh is awarded “World Capital of Tourism and Culture” and my appointment “the Global Ambassador for Tourism and the Sustainable Development Goals 2030.”
At the same time, I wish to express my gratitude and appreciation to Professor Dr. Anton Caragea, President of the European Council on Tourism and Trade and his colleagues for the decision to award this meaningful status to Phnom Penh capital that help promote further tourism and tourism development in Cambodia.

I also wish to express my appreciation to the Ministry of Tourism for the effort to promote tourism development to date with the great sense of responsibility in accordance with strategic direction of the Royal Government while Cambodia has been enjoying complete peace, stability, security, and progress in all sectors.

Cambodia is very fortunate that our ancestors left us the temple of Angkor which has become the world heritage of humanity and the wonder of the world, the temple of Preah Vihear and the temple of Sambor Prei Kuk which have outstanding universal value, and thousands of other temples across the country and vast natural resources such as beaches, river, waterfall, beaches that haven been the status as the world most beautiful beaches, Mekong’s freshwater dolphins, ecotourism in the northeastern and southwestern Cambodia, Tonle Sap Lake, traditions and customs and natural friendliness of the people.
Those factors help Cambodia live up to its international recognition as “Kingdom of Wonder.”
In this sense, Cambodia has identified “Culture and Nature” as the values of its tourism which is now a major tourist destination in Asia and Southeast Asia, a region characterized by high tourism growth.
Peace factor is imperative along with our effort to implement our strategic plans and policies. In this sense, I wish to give three recommendations on the sustainable development of tourism sector as follows:
First, security is the key determinant of the growth in all sectors. In fact, the awarding of above status to Cambodia takes place after dark period of chronic war, genocide and divide caused by foreign interference, especially the cold war ideology.
Sacrifice, loss of life and property, hardship, tragedy beyond description Cambodia must face with so many years in order to achieve peace, national unification and harmony nowadays.
Today, in spite of complete peace and national unification under one constitution, one King, and one government, Cambodia is still unable to overcome both tangible and intangible consequence of the past war and tragedy.
Therefore, Cambodia must protect peace at any cost because “peace is imperative for the achievement of sustainable development goals 2030”
Second, working together for tourism development which is an importance driving force of economic growth. Overall, we must manage tourism sector appropriately to maximize the benefits and redistribute the fruit of growth equitably aimed at ensuring participation from all related parties.
In this sense, I give my support to the Ministry of Tourism in producing the 2018-2030 Tourism Development Strategic Plan and the formulation of the master plan for tourism development at important tourist sites and I also welcome the strengthening of the capital/provincial tourism development committees in order to encourage the private participation because good governance at the local level is the foundation of sustainable tourism development.
Third, we must ensures the positive relation between the tourism sector and the planet earth toward greener future in 2030.
The Ministry of Tourism must continue to cooperate with related ministries/institutions, the private sector, and media to raise awareness on the benefits of sustainable tourism, the link between tourism and the conservation and protection of environment, natural resource and culture.
Overall, we must promote the respect for nature and culture and raise awareness on the importance of tourism in economic development and “clean city, clean resort, good service, good hospitality” contest etc.
These recommendations will contribute to further development of tourism sector, underpin growth in other sectors and ensure socio-economic development and cultural and environment conservation.
I am confident that Cambodia as well as Phnom Penh will continue to be a great tourist destination with natural smile of the Cambodian people to live up to its name as the kingdom of wonder.
Finally, along with the celebration of “Phnom Penh: World Capital of Tourism and Culture”, and my appointment as “the Global Goodwill Ambassador for Tourism and Sustainable Development Goals 2030.”, I wish Professor Dr. Anton Caragea and all participants the four gems of Buddha’s blessings Longevity, Nobility, Healthiness and Strength.
